2006 Qualcomm Inc. has to agreed to pay a $1.8 million penalty for violating antitrust rules in its recent $600 million purchase of Flarion Technologies Inc. Qualcomm obtained operational control over Flarion despite a waiting period in which the two companies were supposed to function independently, the department said. The waiting period's purpose is to allow federal regulators to investigate possible antitrust implications of a proposed merger.     AP
